BACKGROUND
Kaiser Aluminum Fabricated Products, LLC (the "Developer") filed an application denominated as 04-CPA-11 with Spokane County for a Comprehensive Plan Amendment and Zone Re-classification for a parcel of property consisting of approximately 424.3 acres located in north-east Spokane County, Washington (the "Property"). The Board of County Commissioners of Spokane County approved the application under Resolution No. 09-1148 contingent upon the execution of a development agreement.
RCW 36.70B.170-.200 auth-orizes a local government to enter into a development agreement with a person having ownership or control of real property wherein they agree to development standards and other provisions that shall apply to and govern and vest the development, use, and mitigation of the development of the real property.
Consistent with Resolution No. 09-1148 and the provisions of RCW 36.70B.170-.200, the Board held a public hearing and thereafter executed a develop-ment agreement between Spokane County and Kaiser Fabricated Products, LLC under Resolution No. 10-0055 (the "Development Agreement"). Under the Development Agreement Kaiser Fabricated Products, LLC agreed to development standards and other provisions that would apply to and govern and vest the development, use, and mitigation of the development of the Property.
Pursuant to chapter 39.89 RCW and Resolution No. 14-1024, the Board approved the use of community revitalization fi-nancing for public improvements in and around the Property (the "Improvements") and created a tax increment area the boundaries of which encompass the Property (the "Tax Increment Area").
Costco Wholesale Corporation desires to develop, construct and operate a wholesale and retail general merchandise facility on the part of the Property.
Spokane County, Kaiser Aluminum Fabricated Products, LLC and Costco Wholesale Corporation (the "Parties") desire to execute a document entitled "Addendum to Development Agreement" wherein the Parties will amend the Development Agreement to set forth the terms and conditions under which certain enumerated Improvements on the Property will be designed, constructed, permitted and financed consistent with the provisions of chapter 39.89 RCW, RCW 36.32.120(6) and RCW 36.01.090.
PURPOSE OF ABOVE SCHEDULED PUBLIC HEARING
The purpose of the above scheduled public hearing is for the Board of County Commissioners of Spokane County to consider public testimony and take action on a document entitled "Addendum to Development Agreement" (the "Addendum to Development Agreement") among Spokane County, Kaiser Fabricated Products, LLC, and Costco Wholesale Corporation, as authorized under RCW 36.70B. 170-210, wherein the Parties will agree on the terms and conditions under which certain enumerated Improvements on the Property will be designed, constructed, permitted and financed consistent with the provisions of chapter 39.89 RCW, RCW 36.32.120(6) and RCW 36.01.090.

REQUEST FOR RELEASE OF FUNDS
On or about May 15, 2017 the Washington State Department of Commerce will submit a request to HUD for the release of HOME Investment Partnerships (HOME) Program funds under Title II of the National Affordable Housing Act of 1990, as amended, to undertake a project known as Holy Names Homeless Families. The project will consist of newly constructing 76 units of service-enriched housing for families with children, the majority of which are homeless at the time of entry. The project will be located in the Fort George Wright area of the City of Spokane. The State of Washington has completed review of the described project, to which it intends to make an award of HOME funds in the amount of approximately $1,800,000 of the total development cost of approximately $15,074,500.

NO SIGNIFICANT IMPACT
The Washington State Department of Commerce has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. RELEASE OF FUNDS
The Department of Commerce certifies to HUD that Diane Klontz, in her capacity as Assistant Director for Community Services and Housing consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Department of Commerce to use Program funds.
OBJECTIONS TO
RELEASE OF FUNDS
HUD will accept objections to its release of funds and the Department of Commerce's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Department of Commerce; (b) the Department of Commerce has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. The lien period for filing any liens against this contract’s retained percentage is now in effect. Any liens filed after June 10, 2017, shall be filed as not valid.

Municipal Solid Waste Landfill
The Spokane Regional Clean Air Agency (SRCAA) has issued a draft renewal of the Chapter 401 Air Operating Permit for the City of Spokane Northside Landfill, located at 7702 West Nine Mile Road, Spokane, WA. Chapter 401 permits are issued pursuant to Chapter 173-401 WAC and Title V of the Federal Clean Air Act Amendments of 1990. The pur-pose of the permit is to compile existing air quality requirements into one document and to establish adequate monitoring and recordkeeping to assure compliance with those require-ments. The permit does not authorize any emissions increase above that already allowed, nor does it impose new requirements.
Information regarding this draft permit and relevant supporting information may be viewed at the SRCAA office, 3104 E. Augusta, during normal business hours, 8:00 am to 4:30 pm Monday through Friday. The draft permit is available for review on SRCAA's web-site at
www.spokanecleanair.org
The public is invited to comment on the draft permit by submitting written comments to SRCAA at the address given above. Comments will be accepted until 4:30 pm on May 25, 2017. A public hearing may be held if SRCAA determines, within the comment period, that there is significant public interest. Requests for a public hearing must be submitted within the comment period. Any such request must be submitted to SRCAA and must indicate the interest of the person/entity making the request and why a hearing is warranted.

Sealed bids will be received by the Board of Directors of East Bonner County Library District, at 1407 W. Cedar Street, Sandpoint, ID, 83864, for the construction of the Sandpoint Branch Library Expansion. Hand delivered bids shall be turned in at the information desk adjacent to the central stair on the main floor of the library. Sealed bids must be received by 3:00 p.m. prevailing local time, on Thursday, May 18, 2017, and must be marked "Sealed Bid - Sandpoint Branch Library Expansion Re-Bid". Bids received after this time will not be considered. Sealed bids will be opened and publicly read at 3:00 p.m. on Thursday, May 18, 2017.
